State police have charged a second person in connection with allegations that several dogs were neglected at a boarding and training business run out of a home in Haddam, including one that died

State police allege that a French bulldog died and four other dogs sustained "psychological and/or physical illnesses" under the care of two Haddam women.

A Haddam woman is facing charges of animal cruelty. State police say Josephine Ragland, 28, ran a training and boarding operation under the name “Wagging Good”.
